Manmohan Singh headed govt which had little political authority: Ex-coal secretary

New Delhi: At a time when his former media advisor's book has created political ripples, former coal secretary PC Parakh has embarrassed Prime Minister Manmohan Singh by saying that he was heading a government in which he had "little" political authority. 

In his book "Crusader or Conspirator - Coalgate and other Truths" to be released on Monday, Parakh, who retired as coal secretary in December 2005, recalled an incident when he had gone to meet the Prime Minister on a farewell call after submitting his resignation to the then Cabinet Secretary BK Chaturvedi. 

The 68-year-old author said in his book that he had submitted his resignation after BJP MP Dharmendra Pradhan had insulted him during a Parliamentary Standing Committee meeting and no response coming from the government.
"On August 17, 2005 I met the Prime Minister for a farewell call. I wanted to express my concern at the insult and humiliation that members of Parliament heap on civil servants and senior executives of public service undertakings," he said in his book published by Manas publications. 

Parakh, against whom the CBI has registered a case in coal block allocation, said the Prime Minister expressed anguish and stated that "he (Singh) faced similar problems everyday. But it would not be in the national interest if he was to offer his resignation on every such issue."

"I do not know if the country would have got a better Prime Minister if Dr Manmohan Singh had resigned, instead of facing the humiliation of his own ministers not implementing or reversing his decision. 

"By continuing to head a government in which he had little political authority, his image has been seriously dented by 2G scam and Coalgate although he has had a spotless record of personal integrity," the author observed. 

Parakh while referring to the conversation with Singh said it had become clear that there was little chance of lasting reform in the coal sector with the limitations within which the Prime Minister functioned.

At a time when a book from Prime Minister's former media advisorSanjaya Baru has created political ripples, a new book from former Coal secretary P C Parakh is going to add fuel to the fire.

In the memoir titled Crusader or Conspirator? Coalgate and other Truths, which will be released on Monday, Mr Parakh says the Prime Minister was unable to prevent his own junior ministers from blocking a move towards a more transparent system of bidding for coal blocks.

Mr Parakh has said in the book, "After the Prime Minister approved open bidding in 2004, letters poured in opposing the move. A few Ministers of States tried to scuttle the proposal, but the Prime Minister remained silent on their repeated attempts to stall open bidding."

Claiming that the Prime Minister was heading a government in which he had "little" political authority, Mr Parakh says that Dr Singh was unable to counter vested interests within his party and government.

The book, however, says that it must be said to the credit of the Prime Minister, that at no time did the Prime Minister's Office make any recommendations or exert pressure in favour of any party.

Has Manmohan Singh failed on all fronts-Danendra Jain

Clean and honest Prime Minister, the world famous economist has admitted that his government has failed to stop parking of black money in foreign banks and failed to stop rising prices and stop rising inflationary pressure on common men but his government has been consistently trying to take appropriate steps for last seven years to rectify the errors of omission and commission.

If a clerk or peon or an officer do not perform , fails to prove his efficiency and effectiveness or found to be corrupt he is sidelined, he may be suspended, his increments stopped or he may be dismissed. What is to be done when Delhi government fails to act, when Central government fails to prove its efficiency and effectiveness and when one after other bomb blast takes place, no action report is submitted, and none is punished.

Only committees are formed, but none is bothered whether these committees are working, whether their reports are put into action or whether adequate manpower and infrastructure is provided to such committees or government always befools crying people and crying media. It is bitter truth that government led by Clean Manmohan Singh has completely failed on all fronts and deserve to be replaced as soon as possible to stop further damage and destruction

Congress Party never answers questions asked by media on various charges of corruption against the government, ministers and political workers of the party supporting the government. But they unfailingly blame BJP and RSS for all mishaps, for price rise, for terror attacks, for movement against corruption led by Baba Ramdeo and Anna Team .This is old habit of Congress Party to blame foreign hand for all accidents ,shortcomings and failures of the party. Common men are ultimate victim of mutual mudslinging process of ruling and opposing parties.

Congress Party led UPA government has got no time and no will to assess and ascertain the wealth of billionaire MPs and MLAs, top ranked officers, judges, doctors, advocates and politicians whose present wealth is many times more than their declared income and wealth. But they can order investigation from all departments to submit reports on source of income of Anna , Ramdeo and their associates within shortest possible time. Government can fix the rates of vegetables, food grains, bus fare, auto fare, taxi fare etc but cannot regulate the profit earned by big trade houses, gold merchants, doctors, manufacturers, builders, valuers, consultants , education schools and colleges etc who are looting the innocent and helpless mass of the country.

Congress Party led UPA Government headed by Manmohan Singh has got no time to review the progress achieved in previous terror attacks or action taken against perpetrators of injustice to common men and has got no time to ensure punishment to culprits of various terror attacks , but has sufficient time and manpower to trap by hook or by crook the supporters of Team Anna, Baba Ramdeo and his associates, who raised voice against the misdeeds of the government. Government has no manpower to provide to judiciary to clear lacs crores of cases pending in courts for decades and ensure fair trial of prisoners who are yet to face trial even after lapse of more than 10 and 20 years.

Government has no magic wand to stop terror attack, no magic wand to stop painful price rise and no magic wand to stop corruption. Government has expressed its inability to bring back Black Money from Foreign banks. Government cannot give permission to start prosecution against corrupt politicians and corrupt top ranked officials against whom charges of corruption has been established and CBI or CVC have sought permission from Central Government long ago.

Government can use irrelevant deficiencies in papers related to 12 years old passport to trap and torture Associate of Ramdeo Baba and use order recovery of nine lacs from Kejriwal who left service 6 years ago. But government cannot recover money from defaulters of bank loans amounting to more than one lac crores, cannot recover dues from lacs of tax defaulters amounting to more than one lac crore rupees and cannot declare national assets to lacs of crores of rupees parked in foreign banks as Black money by unscrupulous politicians and officers..

Charismatic Manmohan Singh Dubbed as Puppet , Non achiever and Poodle

After Time magazine calling Manmohan Singh as Underachiever, now UK based magazine ‘The Independent’ has dubbed Manmohan Singh as Poodle or Puppet of Sonia Gandhi.

Some of media men might be indulged in projecting Manmohan Singh as best Prime Minister and some of politicians may feel proud in saying that Manmohan Singh has no parallel but international community has well understood the real characteristic of so called great economist Manmohan Singh.

Congress Party may blame NDA or BJP for all non performance and media may be bought in propagating the line of Congress spokesmen like Manish Tiwari, the international community and foreign media have realised the truth of Indian economy.

Some of Indian Patriots in India may not like US or UK comment or interference in Indian internal matters and prefer blaming US and UK media men, but the bitter truth will not change.

When economics of an economist has failed , commentator will comment all over the world as from time to time Indian media men comment of  fiscal or political events of foreign countries. People of India have to ponder over ground reality of common men under reformation era led by Manmohan Singh and force Indian rulers to take immediate corrective steps.

Power crazy politicians for their vested interest may win the game of election by harping on slogan of Secularism, but people of India who are real victim of bad economics of Manmohan Singh will never forgive him and his party UPA.

Pain of common men due to relentless price rise and due to poorest quality of infrastructure has been increasing as time passes by, and they will teach a lesson to Manmohan Singh and his government sooner or the later. People of India want bread and butter, pure water, continuous electricity, safe house etc and not his DATA on GDP growth or Inflation 

Voters should not be misguided by dirty politics of Manmohan Singh and his party and give a united fight to remove UPA government from power as soon as possible.

Before it is too late and before, we Indians are subjected to slavery by multi- national companies, Indian stalwarts should come forward to stop bad economic and bad politics of current rulers. Secular vs communal card or quota card should not be allowed to perpetuate game of corruption and spoil the country's future.

Unregulated freedom has led to corruption and corruption only, has led to unprecedented profit making by business men fueling price rise and inflation and finally pilferage of all funds meant for social welfare has annoyed the common men to a considerable large extent.

Let us come together, forget our traditional differences, come out of narrow mindset based on caste or community and region or religion and try to reconcile our ideological differences and shed our ego to make India really great.

Manmohan Singh , the clean Prime Minister-Danendra Jain

Prime Minister Mr. Manmohan Singh is habituated to commit mistake and then accept responsibility if he is exposed by Supreme Court or rebuked by opposition parties. In all cases of scam exposed in last two three years it is only Supreme Court that has forced the government as also CBI to initiate investigation against corrupt officials and ministers. Otherwise advocates of Congress Party like Kapil Sibal, Manu Singhwi, Digvijay Singh left no stone unturned to close the chapter of 2G, CWG, and Adarsh Society like scam etc. Even in case of  appointment of CVC or in case of black money government tried its best to shut the mouth of crying media and that of leaders of opposition parties but the court did not find any merit in lame excuses submitted by the ruling party leaders.

Flatterers of Sonia or PM even tried to reignite communal issues and trap BJP and NDA so that people stop raising voice against corruption or price rise or against the killings of Maoists. Leaders of Congress Party are busy in discovering a few cases of corruption against BJP ruled states but they are not getting success in their mischievous goal. They always try to point out their accusing finger towards BJP leaders to conceal all their blunders coming to light but they fail to do so because BJP and NDA rules states have been developing by leaps and bounds. But they cannot befool intelligent Indians for long.


The remarks "what the hell is going on in the country" given by the Supreme Court in case related to black money parked in foreign banks is very much disheartening not only for the government but also for entire country. But it is painful that the leaders of Congress Party are shamelessly accepting the adverse remarks without realizing the moral responsibility and quitting the government. Even now government can demonstrate through quick and effective action against hundreds and thousands of corrupt officials sitting at op posts in various departments.


People of India who understand the dirty politics of Congress Party and danger of rampant corruption in the country are very much in anger and very much eager to throw out the government of UPA as soon as possible if given the opportunity. At least Indians living in USA have taken the lead to start movement like Dandi March which was undertaken by Late Gandhi ji against British rule.

If our Prime Minister possesses any amount of self pride in him, at least now, PM Mr. Manmohan Singh should offer to quit the post after facing so much humiliation of the government in the court and in the Parliament.

Time has come when all non-Congress party leaders should forget their ideological differences should come together to oust Congress Party from power before it is too late and before the nation faces situation like Egypt.

Know your Manmohan--Danendra Jain

Theory without practice is impotent and practice without theory is blind.
Leaders like Manmohan Singh, Chidambram, Pranab Mukherjee and Montek Singh Ahulwalia may possess a good number of valued degrees in Economic and political science, but they have miserably failed in using economic principles and political ideologies for the betterment of common men and for overall development and equitable growth  of the country.

Manmohan Singh may be clean and honest and simple too but he as head of the government has failed to stop corruption of his ministers.

There may be many reputed advocates in the cabinet of Manmohan Singh, but they have completely failed to ensure quick and affordable justice to all.

There may many wise men in the government ruling the country, but they have not performed well to provide affordable education to children of poor and middle class families.

Policies of reformation, privatization, liberalization and globalization adopted by Manmohan Singh led government may have given benefits to a few hundred rich trade houses but failed to protect the interest of common men.

 Leaders of ruling UPA led by Congress Party may have experience of four to five decades in ruling the country but they have completely failed to ensure good governance and corruption free departments and failed to mitigate the hardship common men are facing in their day to day life.

GDP growth of India may be comparable with China and may be higher than that of USA, UK, Japan, Germany and many other developed countries. But the government led by Manmohan Singh has completely failed to provide comfortable and respectful living for common men.

Price rise and pain of inflation is beyond control of the government. Manmohan Singh has given conflicting and confusing statement many times during last three four years on the issue of price rise but failed to convince aggrieved common men. Sometime he says that he has got no magic stick which can stop price rise and some other time he says that he says that price rise represents prosperity of Indians.

He says that his government has been taking appropriate steps to contain price rise and have been making one after promises to control price rise, giving one after other dates by which prices of goods  will start coming down.RBI has taken a lot of monetary steps, revised interest rate 13 to 14 times and amended policies frequently to control price rise and inflation but failed to achieve the goal.

Government of Manmohan Singh may blame BJP, NDA or other opposition parties for the failure of government , may promise for uncalled for reservation quota for Muslims or Dalits, may waive loans of farmers to the tune of billions of rupees, may torture Team Anna or Ramdeo and their followers but cannot change the perception of common men for long. Anger of common men against anti people attitude of the government is visible to all.
