Will BJP Discard Offering Freebies ?

Congress Party damaged Indian culture and polluted Indian politics by winning election offering freebies, by offering quota for some caste or the other or by appeasement of minority community or by distributing subsidies and entirely discrediting real performers and ignoring the pain of poor people of India. Congress party promoted a culture of flattery and bribery and ruled this country for more than five decades. Other parties of different mindsets who found them unfit and incompetent to stop misrule of Congress Party occasionally came together to remove Congress Party from power and got success too. But they too could not stop temptation of using same dirty tactics to win their election. Parties like RJD, SP, BSP, DMK,AIADMK also promised many freebies to win the election. BJP too could not stop the temptation of using these ugly tools to win the election.

In such mad rush for ensuring victory in election , political parties in general failed to fulfil promises and thus contributed in creation a wave of disappointment in the minds of voters who were swayed away by false promises made by clever politicians during their election campaign and when these promises proved a dream in daylight. Unfortunately newly formed Party namely AAm Admi Party also became victim of such dirty culture to win Delhi Election . They also promised several freebies directly or indirectly without taking care of its repercussion on financial stability and health of Delhi government. Politicians seldom keep in mind whether they can afford distributing freebees promised by them when they come to power.

Similarly Congress Party and other non BJP parties used 'pseudo secular card' to fool voters of minority community in all the elections. This forced Mr. Lal Krishna Advani , the then President of BJP to play majority card to remove Congress Party from power and to give relief to Indian public from misrule of Congress Party. There is a popular proverb  "iron cuts iron" . Most of time , head of Muslim Community issue FATWA directing  Muslims to vote in bulk for Congress Party or other party in some regions with a sole motto to defeat BJP  candidates by hook or by crook. This resulted in counter effort by BJP to polarise majority votes towards BJP. Although Voters of majority community do not give much value to Hindu fanaticism as Muslims are believed to be. Whatsoever be the reason for such politics ,  it did not help at all in upliftment of conditions of Muslims or Dalits or backward caste people or poor people of the country and neither did its outcome proved good for the country or helped in improvement of poor or in work for growth and development of the country.

Due to such unhealthy competition, voters more often than not ,felt cheated in the hands of clever politicians. It is the first time in Indian politics  during recently concluded Delhi election  that leaders of AAP totally rejected the FATWA issued by Mr Bukhari and even then won the election with landslide majority. This will definitely begin the end of dirty politics of secularism or communalism which had almost taken  the shape of Indian political culture. Salute to AAP leaders and I hope politicians of other non-BJP parties who had created a hype on secularism will now focus on growth , development and social welfare scheme in true spirit.

Lastly I refer the corruption in politics and in administration which has been growing year after year . Congress Party promoted and irrigated the culture of flattery and bribery at all level and in all departments. Other parties also followed the same in some volume or in equal volume or even in higher or lesser volume. None of parties took any serious and sincere step to stop spread of cancer of corruption.

To fight it out Mr. Anna Hazare , a social reformer started movement against corruption of Congress Party and others a few years ago  . Mr.Arvind Kejriwal and many other stalwarts who were of the same mindset joined hands with Anna Movement. Call of Jan Lokpal Bill became the voice of common men and the movement of Team Anna and later that  of Team Kejriwal spread in every nook and corner of the country. As a result Congress Party completely lost the election in many states and in Parliamentary election too. BJP under the leadership of Mr. Narendra Modi gave the call for 'Congress Mukt Bharat" and voters gave BJP comfortable victory to rule this country and Mr. Modi became Prime Minister of the country.

But unfortunately as soon as Mr. Modi became PM, the voice against corruption raised by Team Anna or Team Kejriwal became silent and vanished. Then  clever politicians including Mr. Arvind Kejriwal who was considered as the messiah against corruption started firing bullet against Mr. Narendra Modi on valid or invalid points completely ignoring the fight initiated against corrupt rule of Congress Party. There is no more a cry against corruption . Specially in recently concluded Delhi election, candidates spoke little against corruption, focused more against Mr. Modi , more against so called communalism of  BJP and many other flimsy , fake and insignificant issues. People debated why Modi did not wear Muslim cap or why did not wish good wishes to Muslims on ID festival . Corruption or growth never found any place in TV debate.

In this way we find that fight against corruption also got lost in mad rush of political leaders to occupy power .Politicians apply different tools at different time and at different places .They hardly bother whether country is safe or not , people are at comfort or not . They simply focus on strategy how to win the election. Voters have to understand the character of politicians whom they vote, whom they voted and whom they are going to vote in forthcoming election . I think , growth and only growth should be the yardstick for voters to measure the ability,  capacity, potential and suitability of a candidate for the place in State Assembly or Indian Parliament.

Politicians of all colour and all outfits should also ponder over whether the promises made by them are economically feasible or socially acceptable to all communities and revisit their plan and policies ,their manifestos and promises to voters, their strategy to win the election etc keeping in views the need and aspiration of voters as also the available resources and revenue earning potential .

Last but not the least , I do not hesitate in blaming media men who play negative role in all sphere of life. It is they who organise debate on dressings of Mr. Modi and Muflar of Kejriwal. It is they who pick holes in shirt of all those whom they or their promoters consider as opponents. They spend precious time not on issues related to growth or success stories of growth . It is they who left no stone unturned to malign, ridicule and make a mockery of  Mr. Modi or Mr. Kejriwal before they became PM or CM. Media men find more TRP in exposing holes in shirts of others. I do not know when there will a separate TV channel comprising of veteran journalist who will carry out Media Trial of fellow journalists.  

There are some media men who are blind supporter of Congress Party and who blindly support and give time to spokesman of Congress Party in debates organised by them and pull the legs of all other opponents. Similar is the position of some media men who are supporters of other parties. These media men are actually curse for democracy and Parliamentary system. There no longer function as fourth pillar of democracy. Most of them are paid worker of some party or the other , some corporate house or the other. It is they who furnish caste based survey reports to parties , organised debate on TV portraying caste based winning possibility of various candidates in election times. I have full confidence that  sooner or the later some group of journalists come forward to expose the misdeeds of media men and cash rich journalists. CBI will have to come forward to expose the black money hoarded by media men and TV channel promoter.

It is true that freedom of press is necessary for making democratic institutions more active ,effective , creative and responsive . But when freedom is exploited by media men for the sake of money or for giving favour to person or party of one' choice, or to malign persons and parties to whom they dislike ,such freedom proves very much harmful, disastrous and anti-national. If  anyone suggests checkpoint and restrains for imposition on media men , he or she will be termed as anti-democracy, Talibani or Dictator. It is only self-imposed ,self- regulated and self-controlled discipline accompanied with well defined code of conduct for media men which  may strengthen the fourth pillar of democracy.

But I am of the opinion that media men should stop debate on non-issues and concentrate on how to achieve growth, how to perform social welfare services in best possible way with available resources, how to generate adequate revenue to help creation of sufficient infrastructure, how to make poor's life happy and comfortable, how to make administration, judiciary, police system free of corruption, and how to inculcate good culture and patriotism in the minds of students from the very childhood classes . They should first assess and ascertain what is good for common men and then criticize any act of the government and stop criticising all acts of one group and praising all act of other group.

It is media men  who can create an atmosphere which is conducive to unity and integrity of the country. It is they who can help in creating a culture conducive for adoption of policy of honesty and performance through positive news making exercises . They will have to stop playing role of Judge and punishing politicians and officer as per their sweet whims and fancies. Let judiciary, parliament and executive body function freely and if media men find any fault and defect in the system , they may furnish information to concerned ministry , once , twice or thrice. But only if none of them take care of complaints, they should bring such story in public domain and organised debate and discussion on TV Chennels or in Print media. It is not good for democracy that media men carry out debate on issues of no significance .

It is desirable that all helps are extended to poor section of the society at all level and it should be continued throughout the year and in all the five years. BJP may take the lead as because it has won the Parliamentary election with comfortable majority. Any extraordinary help to even poor on the eve of election will surely appear as distribution of freebees to buy votes. Similarly AAP should also do all what is possible to help and to give comfort to common men in Delhi during their five years tenure and completely avoid offering any freebees on the eve of next election.

कांग्रेस का अल्पसंख्यकवाद और भाजपा का बहुसंख्यकवाद एक ही सिक्के के दो पहलू हैं. ये एक-दूसरे के विरोधी नहीं, बल्कि पूरक हैं. इन दोनों का कुल नतीजा यह है कि मुसलमान पिछड़ा और उपेक्षित है. भाजपा उनकी परवाह नहीं करती, क्योंकि उसे पता है कि इनका वोट तो मिलने से रहा. कांग्रेस भी उनकी परवाह नहीं करती, क्योंकि उसे भरोसा है कि इनका वोट तो कहीं और जाने से रहा. इस जुगलबंदी में सेक्युलरिज्म के सिद्धांत को मुसलमानों के लिए अभिशाप में बदल दिया था.
दिल्ली चुनाव से ठीक एक दिन पहले घटित इमाम बुखारी प्रकरण आज भले ही बेअसर नौटंकी दिखाई दे, लेकिन इस छोटी सी खिड़की से इतिहास के कदमों की आहट सुनाई देती है. अचानक मानो कुछ ही घंटों में सेक्युलरवाद की राजनीति बीसवीं सदी से इक्कीसवीं सदी में दाखिल हो गयी. मानो संविधान बनने के 65 साल बाद सेक्युलरवाद के सिद्धांत को अपनी खोई राजनीति मिल गयी.
दिल्ली चुनाव में कुछ ही घंटे शेष थे कि अचानक जामा मसजिद के स्वयंभू ‘शाही’ इमाम बुखारी प्रकट हुए. खुद को मुसलमानों का ठेकेदार मानते हुए उन्होंने मुसलिम मतदाताओं से आम आदमी पार्टी को समर्थन देने की अपील की. इसके कुछ ही देर बाद वित्त-मंत्री अरुण जेटली ने इस अपील के बदले इसका विरोध करनेवालों से एकजुट होने की अपील कर डाली. शाही इमाम का प्रकरण एकदम से रहस्यमय हो उठा. ध्रुवीकरण और प्रति-ध्रुवीकरण का यह खेल नया नहीं था. इस खेल के जानकारों का मानना है कि दोनों खिलाड़ियों में मिलीभगत रहती है.
आम आदमी पार्टी के अप्रत्याशित जवाब ने इस घटना को नया मोड़ दिया. पार्टी के प्रवक्ताओं ने तुरंत टीवी पर आकर इस समर्थन को खारिज कर दिया. मेरी याद में शायद यह पहला मौका था, जब मुसलिम वोट की उम्मीद करनेवाली किसी पार्टी ने इमाम बुखारी के समर्थन को ठुकरा दिया. असली बात यह है कि इससे आम आदमी पार्टी का जनाधार घटने की जगह बढ़ गया. औसत हिंदू वोटर को तो यह कदम ठीक लगा ही, मुसलिम समुदाय में भी इस कदम को सराहा गया.
सीएसडीएस-लोकनीति के प्रामाणिक चुनाव-बाद सर्वे के मुताबिक, दिल्ली के 77 प्रतिशत मुसलमानों ने आम आदमी पार्टी को वोट दिया. यानी ‘शाही’ इमाम को धता बताने के बाद आम आदमी पार्टी को उत्तर प्रदेश में सपा और बिहार में राजद से ज्यादा मुसलिम समर्थन मिला. इस लिहाज से यह छोटी सी घटना सेक्युलरवाद की राजनीति को कोई नया मोड़ दे सकती है.
सेक्युलरवाद हमारे संविधान का सबसे पवित्र सिद्धांत और हमारी राजनीति का सबसे नापाक ढकोसला है. भारत के संविधान में सेक्युलरवाद शब्द भले ही 1976 में जोड़ा गया, लेकिन संविधान की मूल-भावना सेक्युलरवाद में रची-बसी है.
भारत का कोई राष्ट्रीय धर्म नहीं है. सभी धर्मो के अनुयायियों को अपने धर्म के पालन, प्रचार, प्रसार करने की पूरी आजादी है. भारतीय सेक्युलरवाद के भाष्यकार राजीव भार्गव की मानें, तो सभी धर्मो से समान दूरी, लेकिन उसूलन दखल हमारे संविधान की मूल आत्मा है. पश्चिमी सेक्युलरवाद को हमने देसी धार्मिक सहिष्णुता की परंपराओं से जोड़ कर एक नया आयाम दिया. अगर सेक्युलरवाद की सांवैधानिक गारंटी नहीं होती, तो पता नहीं भारत की एकता कब तक कायम रह पाती.
लेकिन, दैनंदिन राजनीति ने सेक्युलरिज्म के इस पवित्र सिद्धांत को महज वोट-बैंक राजनीति बना कर रख दिया. जैसे-जैसे स्वतंत्रता सेनानियों और उनके आदर्शवाद की विदाई होने लगी, वैसे-वैसे सेक्युलरवाद का नारा मुसलिम वोट झटकने के हथकंडे में तब्दील होता गया.
पहले कांग्रेस, फिर समाजवादी पार्टी और राजद जैसी पार्टियों ने इसका इस्तेमाल मुसलमानों को बंधक बनाये रखने के लिए किया. चुनावी राजनीति में मुसलिम वोट केवल उन मुद्दों से बंध कर रह गया, जो केवल मुसलमानों के मुद्दे तक सीमित थे- मसलन उर्दू, मुसलिम पर्सनल कानून, बाबरी मसजिद, वक्फ बोर्ड. मुसलमानों के वोट या तो इन छद्म मुद्दों के आधार पर जीते जाते थे या फिर उन्हें दंगों का डर दिखा कर जुटाया जाता था.
इस ढकोसले का परिणाम सबके सामने है. सच्चर कमिटी ने हमें आईना दिखाया और बताया कि शिक्षा, स्वास्थ्य और रोजगार जैसे मामलों में मुसलमानों की हालत दलित जातियों जैसी या उनसे भी बद्तर है. सच्चर कमेटी से सच पता तो लगा, लेकिन बदला नहीं. पिछले साल सच्चर कमिटी के बाद मुसलिम समाज की दशा का मूल्यांकन करनेवाली कुंडू समिति ने फिर उसी कड़वी हकीकत की पुष्टि की है. पिछले आठ साल में मुसलिम समाज की दशा और भी खराब हुई है.
सेक्युलरवाद की इस ढोंगी राजनीति का उल्टा असर हुआ. अल्पसंख्यक मुसलमानों को मिला तो कुछ नहीं, उलटे तुष्टीकरण का ठप्पा जरूर लग गया. कांग्रेस जैसी पार्टियों की वोट-बैंक की राजनीति को देख कर एक औसत हिंदू को लगने लगा कि हो न हो सरकार मुसलमानों की तरफदारी करती है.
देश का बहुसंख्यक समाज एक अल्पसंख्यक की मनोदशा का शिकार होता गया. इससे पचास के दशक में खारिज हो चुकी हिंदुत्व की विचारधारा को नया जीवन मिला. परिणाम था राम जन्मभूमि आंदोलन और हिंदुत्व के नारे पर चलनेवाली राजनीति का बोलबाला. बहुसंख्यक समाज के वर्चस्व की इस राजनीति की परिणति 2014 के लोकसभा चुनाव में हुई. चुनाव के बाद भी ‘घर वापसी’, गिरिजाघरों पर हमले और नित्य नये उल-जलूल वक्तव्यों से अल्पसंख्यक समुदाय का डर गहराता गया है.

बाबरी मसजिद ढहाये जाने के बाद से मुसलमान इस बंधन से मुक्त होने के लिए छटपटा रहे हैं. वे इमाम बुखारी जैसे ठेकेदारों को एक बार नहीं, कई बार खारिज कर चुके हैं. पिछले बीस सालों में मुसलिम राजनीति में नये मोड़ आये हैं- तालीम, रोजगार और विकास. पसमांदा मुसलमानों का सवाल उभरा है. मुसलमान अपने पुराने ठेकेदारों से मुक्त होना चाहता है.
लेकिन, सेक्युलर पार्टियां उन्हें वापस धकेलती हैं, उन्हें वापस मौलवियों और मुसलिम मुद्दों की ओर धकेलती हैं. पिछले दस साल में वे सेक्युलर पार्टियों की गिरफ्त से छूटने के लिए तरह-तरह के प्रयोग कर चुके हैं. असम में एयूडीएफ, उत्तर प्रदेश में पीस पार्टी और उलेमा काउंसिल, हाल ही में महाराष्ट्र में एमआइएम, इन्हीं प्रयोगों की कुछ मिसाल हैं. इन प्रयोगों से मुसलिम राजनीति के चेहरे तो बदले, लेकिन उसका चरित्र नहीं बदला.
इस संदर्भ में दिल्ली में आप पार्टी का प्रयोग खास अहमियत रखता है. आप ने मुसलिम मतदाता का दिल और वोट जीता, लेकिन बिजली, पानी, सड़क, तालीम, रोजगार और विकास के सवाल पर. पिछली बार पार्टी ने ‘गैर-मुसलिम’ इलाके में मुसलिम उम्मीदवारों को खड़ा कर एक और नयी शुरुआत की थी. इमाम बुखारी को खारिज करना इसी दिशा में एक बड़ा कदम है. उम्मीद है कि पहली बार संविधान की भावना के अनुरूप सच्ची सेक्युलर राजनीति का उदय होगा.

Karnataka Assembly polls 2013: BJP promises free laptops, rice at Re one
Twenty five kg of rice at Re one for all poor families and free laptops/tablets to pre-university level and graduate students are among a set of allurements to Karnataka's ruling BJP held out to the electorates in its manifesto for May 5 assembly polls .

Pure drinking water to all citizens, 24X7 uninterrupted power supply and a project to teach good and correct English in Kannada medium schools would all be a reality, said BJP seeking the people's mandate for the second time.

The manifesto was released by opposition leader in Rajya Sabha Arun Jaitley in the presence of Chief Minister Jagadish Shettar, state unit BJP chief Prahllad Joshi, party General Secretary H N Ananth Kumar and other state leaders.

Lessons on "cultural nationalism" and moral values are part of promises held out in the field of education on which the party assured the people it would increase the spending from 1 per of GDP to 3 per cent.

The party promised 50 per cent reservation of seats to women in local bodies and eradication of child labour.

Priority for Kannada medium students in higher education and employment, free Wi-Fi and internet for all schools and colleges, introduction of Yoga as part of the syllabus in schools and colleges are among the many promises made.

Jaitley defended the rice scheme, saying it and the promise to provide laptops could not be construed as populism.

Providing the right to food to the deprived sections would make right to live more meaningful, he said. It was also not populist if students in a state known for IT power were given instruments of IT.

He said BJP had succeded in installing the party's first-ever government in the South five years ago and "we have governed and completed full term taking up challenges for the cause of people."

Jaitley said whenever the party faced difficult challenges, it stood by values and ideals rather than individuals. "Politically, we have emerged cleaner, stronger and more cohesive."

"We are now entering with the hope of another mandate to serve (the people)", he said.

Shettar said "we have provided good governance and a corruption-free and transparent government", referring his tenure of nine months and 11 months of his predecessor D V Sadananda Gowda.

BJP promises foodgrain at Rs. 1 per kg in manifesto
BJP in Haryana on Thursday promised foodgrain at Rs. 1 per kg for BPL families, free treatment to the poor and stipend for unemployed youths in its election manifesto, which it released on Thursday hoping to come to power on its own for the first time in the state.
The manifesto said if voted to power, BJP will take steps for stricter implementation of the laws against cow slaughter, even as chairman of the Manifesto Committee Ganeshi Lal said cow slaughter will be equated with culpable homicide.

The manifesto said, BJP's focus areas will be agriculture, rural development, industry, education, service sector, welfare of youth and women, welfare of scheduled caste and backward classes, said the 16-page manifesto released here by party spokesman and senior leader Mukhtar Abbas Naqvi.

The manifesto said if in power, BJP will bring the GDP growth in the state to 10% over the next five years.
The party said it is committed to bring SYL Canal water to the state. The BJP government, if formed, will usher in milk revolution in the state and dairy sector will be promoted. It will also work towards bringing a second Green Revolution, it said.

Seeking a clear mandate, the punchline of the manifesto is "BJP ke saath chaliyein, Narendra Modi ke saath chaliyein". (Come with BJP, come with Narendra Modi).
It said BJP intends to give better facilities to villages, bring transparency in administration, root out corruption and end the menace of female foeticide.

Four laning of the national and the state highways will be done, round-the-clock power supply will be given to various categories of consumers, clean drinking water will be made available to each household, free treatment will be given to the poor in hospitals and free medicines will be made available to them, it said.

Besides, the manifesto promised free pilgrimage facility to every senior citizen of the state, hike in old age and widow pension from present Rs 1,000 to 2,000, availability of water for every field and setting up of a relief centre to look into compensation detail of crops damaged due to natural calamity.

It also talked about soil health cards for farmers, free travel for school and college girls in roadways buses which will also have security guards on board.
The manifesto said in lieu of 100 hours of work, Class 12 pass unemployed youths will be given Rs 6,000 stipend per month while graduate unemployed will get Rs 9,000 per month, even as steps will be taken to lift the standard of education.

Others present on the occasion included another party spokesman and candidate from Narnaund segment Capt Abhimanyu and chairman of the Manifesto Committee Ganeshi Lal.

Chhattisgarh polls: BJP offers Re 1 rice, laptops, interest-free loans
Raipur: Rice at Re 1 per kg for poor families, bonus for farmers, interest-free loans for peasants, free laptops and tablets for students are the key promises made by the ruling BJP in its manifesto for the Assembly polls to be held in the state this month.

"Rice at one rupee a kilogramme will be provided to 42 lakh poor families in the state if the party remains in power," Chief Minister Raman Singh said during the release of the manifesto in presence of senior leaders in Raipur today.

Other promises for the farmers made in the manifesto included interest free agricultural loans, free power supply (for 5 hp pumps), Rs 300 per quintal bonus for paddy, insurance facilities and crop insurance guarantee scheme.

Besides, the party has also assured to make efforts to provide Rs 2,100 per quintal support price to farmers for their paddy. However, it has not clarified a fix support price for paddy procurement to the farmers.
To attract young voters, the party has promised to provide free laptops and tablets to students in the first year of their college. Early this year, the government had provided free laptops and tablets to students of final year in college.

Free laptops to engineering and medical students while tablets to the science and arts stream students in the first year of their college will also be provided, Singh said.
Establishment of an IT hub has also been mentioned in the manifesto.

For women, the party has assured to introduce Noni Suraksha Yojna (Ladli Laxmi Yojana) to lay a firm foundation of girls' future, under which a fixed amount will be deposited in the name of new born girls and they will be given Rs 1 lakh after attaining age of 18 years.
Interest free loans upto 2 lakh to SHGs (self-help groups), free of cost education to girls in government colleges till graduation, the manifesto added.

Setting up Chhattisgarh Film Development Corporation, mono rail and metro rail project (for Raipur to Rajnandgaon and Raipur to Bilaspur in first phase), setting up a Central Tribal University and loans at 1 percent interest to students of all sections are other highlights of the manifesto.

In the health sector, BJP has promised to raise the medical cover under smart card scheme. The members in a family would get free health care upto Rs 30,000, which was earlier Rs 25,000.
